Ok, we have reached a consensus for a foundation,

The World At-Large body, within the ICANN, which is formed for discussion and bottoms-up,
open and transparent election of Board of Dierekers (alternative spelling may be
appropriate) shall have the following characteristics and shall conduct it's elections
under the following principals;

1.  Shall be inclusive of all users.
2.  Shall not charge a voting tax or membership fee.
3.  Shall be funded entirely by ICANN monies.
4.  Shall execute an election implementing the three following methods:

    a.  On line direct, using appropriate security, encryption and Key devices to ensure
propriety.
    b.  Using Local Public Online with appropriate security to ensure propriety.
    c.  Using appropriate traditional methods of mailing and in person with methods in
place to ensure propriety.

Am I right here or what?
