I believe that it is time for those of us who have contributed here to
come to some conclusion.  I am setting forth some of my conceptions from
this list and forum.  I do not agree from a consensus base that they are
all correct but I support and understanding.  We have no power here and
no authority.  So in a few days I will ask for a consensus so we can
make it known.

Requirements of the AL membership and voting;

a.  As broad based as possible within technical parameters.

b.  As technical as possible within broadbased parameters.

c.  Users and not domain name based.

d.  Full seats, on baud, as previously accepted and no less.

e.  Fully funded by and through existing ICANN budget, to be taken from
BoD budget if necessary.

f.  Fair and honest and bottoms up open and transparent.

True sacrifice is but an outward expression of an inward peace and it
