I wonder if this overwhelming sentiment is not a reflection of some type
of international
code of conduct called "keeping your word is a matter of honor and
right"

It is well worth remembering that the 9 was a direct result of ICANN
wanting the contracts
with DoC and therefor making promises to induce the DoC to choose them.
