I do not know that this is anything but normal.  The key is to get people whose
self-interests follow a bottoms-up consensus.

It is clearly not enough to obtain the carrot of consensus we need a stick and of
course open regular elections would give us that stick and that is why they
cannot allow it.

The key at this point is to compile the consensus' to be used as a tool in many
different scenarios.  Truth is a great weapon for anyone seeking right.

Qui Tam and sustained petition to the DoC seems appropriate.
