The citizenship/residency issue is one that must be resolved.  Just by way of 
example, Joop Teernstra, an outspoken advocate for domain name holders, is 
the citizen of a European nation but resides in New Zealand.   If he stood 
for office in Europe (based on his citizenship) he couldn't properly advocate 
within that regional council on regional concerns as he does not reside 
within the European region.  

As there are many ex-pats in similar situations, it would be advisable to 
have another look at this requirement.
