No it isn't, unless one wants to use this as a political football, or a means
for exclusion, than it is.

Maybe yes here in our opinion. We have a number of members that have
dual citizenship and also reside in neither country in which they are a
citizen.
I have dual citizenship, and reside in the US as I am a US citizen.

I am not sure we completely agree on this. The method used last year
can work and work well IF it is handled properly and fairly. We have
suggested that the FEC of the US should oversee any and all ICANN
At-Large elections to insure fairness is maintained and ALL votes
are counted. Secondly, as it is difficult in come countries to verify
residency of individuals, it would seem reasonable that each potential
member declare as a process of their registering and an AT-Large
member (Not an ALSO member as Mike Roberts properties is
in place or exists yet), their "Location". Should their "Location"
change a form on the At-Large membership web page should
and can be provided for that individual to fill out that online form
with all the information reasonable for indicating that change in
"Location" or even the E-Mail address they are using for voting
purposes. Of course "Location" information should be kept
private and not used for soliciting purposes of any kind without
the express permission of the individual/At-Large member.
