Comments:
1. I refute that the ALSC's recommendation to reduce the 9 At Large
Directors to 6 is based on community consensus, not least because neither
any supporting documentation from the ICANN community, nor substantive
arguments have been provided by the ALSC as a basis for their
recommendation.
2. I refute that the ALSC's recommendation to give one person, namely the
CEO, the power to decide who will be allowed and who will not be allowed to
submit proposals to the Board in relation to the creation of local and
regional entities is based on community consensus, not least because I am an
active participant, and this is the first I have heard of the idea.
3. I refute that the ALSC's recommendation to restrict membership to Domain
Name Holders is appropriate since the events of September 11th and
subsequent bioterrist attacks throughout the world. Registrant details
cannot be disclosed in some regions for reasons of local laws and many
Registrants take advantage of mail boxes that may be unrelated to their
residency, hence it does nothing to assist prectical voter registration. Of
more importance, many entities no longer accept regular mail and will only
accept electronic mail as a result of the Anthrax threat. As a result,
communication by email has taken on a much greater priority to the user
since September 11th, and this group is being deliberately excluded from
participation by recommendations made prior to September 11th.
I urge the ALSC to reconsider the nature and extent of this resolution.
