Represents consensus reached after the White Paper, a long summer of
discussion (9/9 came before Dept. of Commerce pressure.)
Essential founding agreement (Dept. of Commerce letter and the promise
that saw ICANN recognized.)

happen to the broken elements of the DNSO.)
