[ALSC-Forum] I support comments from Hans Klen and NAIS

I have no time to send my own comments on ALSC draft report, because I
am not goot at writing in English, but, I support comments from Hans
Klen and NAIS.

Especially, as a citizen of Japan., I fully agree with Hans that the
membership fee does not work as a safeguard againt capture.
